Sometimes when someone submits a form, it gets sent to our email address several times over the span of many days. This only happens with some clients - usually the form works fine and we get only one email per client submission. But sometimes we get over 50 submission notification emails. When asked the client says they only submitted it once, so it must be on the server side somewhere.
Any thoughts on this, please?

I would suggest you to enable the UNIQUE submission for the form by following instructions provided at https://www.jotform.com/help/64-How-to-Set-Unique-Submissions-on-a-Form
Sometimes user may not intend to submit it more than once but they repeatedly refresh the thankyou page un-intentionally which cause multiple submissions.
Enabling UNIQUE submission should fix the issue
