My form, "Unlock Your Child's Potential Registration Form" does not seem to be working. There are submissions coming in that are not showing up.
Can you help me with this?

I have checked your form and I can see submissions are being recorded without any problem, but since you have the PayPal integration seems like some users did not complete the payment, these incomplete payment submissions are not displayed in your submissions grid.

The user did complete payment but her submission was recorded as incomplete. Any idea why this could have happened?

If you received the user's payment on your Paypal account but the submission is listed as incomplete submission, then it could be a problem with your Paypal IPN. Make sure your Paypal IPN is turned on. This is required in order for the submissions to be processed properly.
As also provided by my colleague, please read the Paypal FAQ guide below to learn how to complete paid submissions as well as how to enable Paypal IPN in your account.
