I remove it and resend a test, and receive the bounce list error again.

If you haven't added noreply@jotform.com to your safe sender or contact list, please do so. This should help. If not, there is not much we can do about it. AT&T has the right to block the incoming emails to your account.
You may consider using an SMTP to send the form emails. You can find the details here: https://www.att.com/esupport/article.html#!/dial-up/KM1010523. To be exact, the following:
Email: Your current email address.
HostName: smtp.mail.att.net
Port: 857 or 465
Security Protocol: SSL
Username: SBCGlobal Email (current email address)
Password: Your SBCGlobal Email Password.
If the SMTP won't work, I would suggest changing the email address in your forms to another provider. Maybe, Gmail.
