How can I turn a PDF enrollment form to a "Fillable" PDF Enrollment Form?

For the most part, PDF forms cannot be converted to JotForm form.  If it was created created in the now closed Adobe Forms Central, it could be imported here:

But that tool will only import forms that were created on that platform.
