Downgrading to the free plan

I'm trying to downgrade my account because I don't need the same number of submissions next month. However, when I click downgrade, it only gives me an option to cancel my account. What am I doing wrong?

This is safe to downgrade to the free plan, it will cancel your subscription only, the account will be still active.
