How can I create clone but remove the PayPal link?

You can clone the form and then remove the payment integration. Here's a guide on cloning a form: How-to-Clone-an-Existing-Form-from-a-URL.

Once you're done, look for the payment integration field. Select the payment field and then click the "Remove" button.

Oh Okay. I didn't want to have to remove the products, just the pay pal link, so atleast they can still submit without a payment?

When you delete the PayPal field, the products should still be saved in the form cache. Please use the Purchase Order tool if you don't want to integrate any payment gateway. The Purchase Order tool allows you to create payment forms, order forms or purchase order forms without payment vendor integration.

After removing the PayPal field, add the Purchase Order tool. The previous products should still appear. Here's a screen capture:
