When did character limits stop including spaces? Technically a space is a character!!!
I have character limits on 99.9% of my forms, recently I have received submitted forms with more characters that the limit i have set for those forms. How are my customers able to do this?

I tested character limits of text fields and spaces are currently being counted:
Same with short entry text boxes. The limits are including spaces as characters. Same thing in your form. The text boxes were only allowing 16 characters including spaces. Your long text entry field does not have any limits set.

If what you are saying is, in fact, true. Exactly how was it possible, in the screen shot i provided, that a customer was able to submit a form with "If found please call" (4 spaces & 17 characters) in a 16 character maximum area? This information was not provided in a long text entry field.

I tested with your form and was unable to enter that amount of characters. Is your form embedded to a webpage by any chance? The validation is working as far as I can tell but from the submission you referenced, the amount of characters far exceeds the limits.

I do have some forms that are embedded onto a web page on my website, but the one i am referring to is not embedded.
I am at a loss as to why character limits are not working as expected. The Heart form is not the only form that this has happened on, this is just the most recent form I noticed it on.
Still at a loss...............

I checked in several different browsers and each one the validation worked. If you wouldn't mind adding a "Get User Agent" string to your form, it would provide information such as browser and operating system used by the user submitting the form:
It does not show in the form and will help us to recreate the issue so it can be fixed.

No need to add it to all forms. Only add it to a couple forms and once there is another submission with the incorrect number of characters, let us know so we can test with the same set up that is reported by the widget.

The character limit break didnt take long. you can clearly see that Line 2 and Line 3 exceed the 16 character limit i have set!! I do not have a character limit in the Additional Instructions box.

Thank you very much, that is exactly what we needed. I can reproduce the issue on mobile Chrome. FireFox allows for entering extra characters but removes them as soon as the field is no longer focused. Chrome on the other hand will allow for entering extra characters and retains those characters:
