I have checked your account and I can see it's not disabled, but you're currently on overlimit status since you have already passed the available upload space for your account.
I can see the you have a form with submissions on your trash folder, you could either restore the form and delete the submissions or purge the form in order to get available space.
To purge a form, go to the trash folder, select it and click on the purge button:
