Some of my recipients are stating that they are not receiving submissions. I know that JF implemented a process to validate an email but cannot find it.

You can view you account email history from the account page:
https://www.jotform.com/help/293-How-to-View-All-Your-Form-Email-History
Any emails that bounced will be labelled as such in the history.
