I have multiple users, how can i direct a submission to the additional user?

Were you referring to the submission emails? The email address in the Recipient Emails box is where the submission emails go to.

If you want the additional user to be the only one to receive the submission email, set the Recipient Emails to that of the 'additional user' email address.
