The added user is not receiving new forms. What do we need to do to make it work?Page URL:

If you mean to send the form emails to your sub-users. You need to add their email addresses in the form email settings.
The sub-users in your account are already registered. You have shared your forms with full access. They should be able to add their email address in the email settings.
