I test your form https://www.jotform.com/71225598854669 but I could not reproduce the issue. The form was submitted successfully when I test.

Please take note that there are required fields on your form. And there are also some fields using Input Mask. The input mask format of value should be followed as well for the validation to work.
Please test again. Let us know if issue still persist.
