A customer from the UK purchased a product from us and was charged shipping, even though we do not charge shipping on that product. Customers from the US do not get charged shipping when they purchase the same product. I remember that there used to be a field on Jotform to set the shipping amount to 0.
Is this a PayPal issue?

I checked your form and I can see that the Shipping Cost option was set to NO. Meaning the Paypal field payment on the form is not the one adding the added cost (Shipping).
But it is possible that in your Paypal account itself, postage rate might be enabled.
Our Paypal payment integration will also use whatever payment settings you have set in your Paypal account as well. Please check on your Paypal account also. It should look something like this...
