I tried the regular PayPal and it made me log in. So then I tried PayPal express and keep getting this error message below.

As far as I understand, you have used the same credentials with PayPal in PayPal Express and received an error. This is a normal case. You can not use the same credentials as it requires a different account and API.
JotForm's PayPal Express integration requires a Business PayPal account. If you don't have one yet, sign up or upgrade your existing Personal account. For further detailed information, please check the following guide: https://www.jotform.com/help/285-Configuring-PayPal-Express-Integration
Besides, your users have to enter their PayPal credentials in order to buy a product on your form via PayPal. So, the form should be redirected to the PayPal after submitting in order to receive credentials. So, redirecting the users to the PayPal page is a must.
