Can I add a decimal point in surveying. Forinstance if something is 1.50 How do I put that in surveying to collect that amount

Yes. You may add a decimal point to the calculation values assigned to the field and the same will be used for calculation. Please see the screenshot below:

1.05, 1.03 vb is not working, however 1.1, 1.2 does work.

Are you working on this form http://www.jotformpro.com/form/71443479283968? I have inspected that form but I did not found any field that has assigned values 1.05 and 1.03. All assigned values on that form have only one decimal place, like 1.1, 1.2.
The reason why other options did not work on your form is because inside of your calculation you have set 1 Decimal Places in Numerical Results option.
If you want to show 2 decimals inside of result field, than you will need to set 2 for Decimal Places in Numerical Results option, inside of your calculation.
If you have issues with some other form, please provide us ID of that form and tell us with which field you have issues.
