I've created a sub account, firstname.lastname@example.org
and given them permission to view / write four forms.
BUT - they can't view the submissions, they are blank!

As your account (RHemery) data is set to US, this most likely that your sub-account email@example.com is set to EU. This conflict will prevent the viewing of the submissions between two accounts.
So please check your sub-account's data settings and uncheck the Europe Datacenter checkbox:
