We have a Free account with you, and have hit our total submission storage limit. I just am not sure how to proceed. Is there any way to continue with the Free account by deleting old submissions or do we have to upgrade?Page URL:

You don't have to upgrade your account to continue using JotForm as a Free User. You can delete old submissions manually, please follow this guide: https://www.jotform.com/help/377-How-to-Delete-Form-Submission-Data
You can also just let it delete itself. Here's an explanation, the 500 total submissions storage means that Free users are limited to a total of 500 submissions in their account. For every submission exceeding the 500 will cause for the oldest submission in the account to be removed.
