My clients choose pay with check but they are still directed to the paypal page and their form goes to incomplete payments. I did a few tests and it worked fine for me. Any idea on what is happening?

The submissions lands on the "Incomplete Payments" dashboard whenever the user does not complete they payment at the PayPal page.
You may enable PayPal IPN (Instant Payment Notification), which is a POST message sent by Paypal whenever a transaction is completed on their side.: https://www.jotform.com/help/276-How-to-Enable-IPN-on-your-Paypal-Account
Also, if you complete the submission through the "Incomplete Payments" dashboard, please note that it will not process any payment as there was no payment information to begin with: https://www.jotform.com/help/564-how-to-view-incomplete-payments-of-your-payment-forms/
