Before I downgrade, I want to be sure I can keep my current forms. I lost a large account and now have only two forms and will be adding a third so do not need the current plan.

You have currently 2 forms and 11 total submissions according to above usage details. It means that nothing will happen to your form or submissions when you downgrade your account to starter plan. These are the limits for free plan. You can reach these details also from your billing page.
