Hello please advise all payments are landing incomplete and we have to push them through. We are confirming through PayPal that the payments are complete.

Can you try enabling the IPN on your Paypal account to see if the problem persists? Please check this guide to know how: https://www.jotform.com/help/276-How-to-Enable-IPN-on-your-Paypal-Account
