I tested your form and Tax is not showing in the form nor in PayPal:
I was logged (you can see my card there).
Could it be that the user that tried to purchase the product had certain tax added from PayPal?
Also, what is the tax rate you saw?
Maybe this article from PayPal would be helpful.
