My understanding is that you want to popupate the dropdown options from another form or from an external source.
Unfortunately, it is not possible to extract data from an external file and dynamically insert it in the dropdown options. However, you can pass fields values from one form to another. Here's a guide: How-to-Automatically-Pass-Form-Data-to-Another-Form.
You may also prepopulate the form through the URL using the Field Prepopulator App. Here's the link: http://prepopulate.jotform.io/. If you want to do it manually, please check this guide: Prepopulating-Fields-to-Your-JotForm-via-URL-Parameters.
Lastly, if you want to populate the values inside the form, please check the Update/Calculate Field condition. Here's a guide: Conditional-Logic-Inserts-Text-Calculation-Into-A-Field.
Hope that helps. Thank you.
