Customers are able to bypass paying in the form

Hi My customers some how still can complete the form without making the subscription payments required via PayPal how can I correct this so they can't get through.

I checked your payment field and you have 1 free subscription item. This means that selecting this required item will just automatically submit the form without any payment since it is free.

You have to correct the subscription item, add a price in it instead since it is currently blank.
