Do emails resend after editing a submission?

When someone Edits the form, is it supposed to send a new email?

When you say "someone edits the form" I'm assuming you meant when someone edits a submission. If that's the case then no, by default, emails won't be triggered again.

You can only resend an Email Notification or Autoresponder if you enabled the SEND ON EDIT option on your email template.

As long as "Send on edit" is enabled, there should be an email sent with every edit.  I cloned your form and the option was not enabled as far as I can tell.  Make sure it is for your forms email notification and you should receive the appropriate emails. 

Where do I find the SEND ON EDIT in order to enable it?

I have checked your form named "GMC BUTLER TRUCK MAINTENANCE FORM". The "Send On Edit" option is already enabled in your form.

Still, as my colleague Jim_R has already attached a screenshot previously in order to show you where you can find "Send On Edit" option in the email settings, you can find this option under the Advanced tab of the notification email as you can see the screenshot below:

 

So that, when your users edit their submission, you will receive an email in order to be notified.
