Could you add submitting form would enable an approval element. Upon approval it would email to final email destination.

To my understanding, you would like to have a way for someone to approve the form after a respondent submits the form. Then, after it has been approved, an email will be sent to its final destination.
If that is correct, please check the workaround below to achieve such.
Suppose you already have your form set up, add an additional field where the approval remarks will be selected (radio button field, drop-down field, or checkbox field) or entered (textbox field).
Then, create an email notification in your form that will be sent to the email address of the one who will approve the submission. Setting-Up-Email-Notifications
In the email notification, you will include an "edit link" to its content. And, when that edit link is clicked, it will open the form in edit mode containing the data of the submission.
The recipient of the email notification will then place his/her remarks in the approval field and will resubmit the form.
Resubmitting the form with the Approval field filled will send the email notification again to its final destination. To ensure that will happen, create the condition shown in the image below in your form
and enable the "Send on Edit" option of the email notification.
