I am looking to find out if once a form is submitted - I can go back into the form and edit the answers. My example is the following
TICKET SYETEM (INTERNAL USE ONLY)
Page 1
Q1: MULTIPLE CHOICE
1. Open ---> proceeds to open ticket page
2. Update ---> skips over open ticket page jumps to Update Page
3. Resolved --> skips over open ticket and update page jumps to Resolved Page
4. Follow Up --> skips over all prior pages jumps to Follow up
When emails are sent by Logical answers - but skip over sections/pages - can I reopen and change and still have all prior answers in tact?

Yes, you can. We have the edit link feature which you can add in the notification email. Check this guide: https://www.jotform.com/help/40-How-to-Let-Users-Update-Their-Form-Submissions-at-a-Later-Date.
The guide features the autoresponder email, but again, you can add the edit link in the notification email template:
