I did check your form and found that you have added only one conditions which seems to be causing this issue. Please check the screenshot below:
Since you have only one condition and if any of the condition matches, submission emails will be sent to all the email addresses you have added in condition.
You want to send submission email to one person based on the "Please Select A Department" selection. Is that correct? I would suggest you to please add one condition for each department.
Add one condition to check if "Please Select A Department" is equal to "Webmaster", then send Notification 1 email to firstname.lastname@example.org.
Similarly one new condition needs to be added for each department.
