10 SSL Secure Submissions y 10 Receive Payments
No comprendo bien a que se refiere

That's the limit for free users. Each plans has its respective limits, of course the paid plans has the higher submissions limits.
When your account passes this limits, your forms will be temporary disabled. You have to upgrade in order to enable it back immediately. However, if you don't like to upgrade you have to wait until the submissions counter resets to zero (0) which will be happening every first day of the following month. For example, next submissions reset will be on August 01, 2012.

In addition to my colleague's response above. I checked your account and found that you are on Guest account (which has a quota allocation of 20 form submissions only). Firstly, you need to transfer your Guest account to registered Free account.
