Please check if the Unique Submissions and Unique Question is set to "No Check" option. If not, your form will only accept limited submission and will disable multiple submission to the same user. For more information, please check this link: How-to-Set-Unique-Submissions-on-a-Form
Also, please make sure that the Form Status is enabled and not under the "Disable Submission Limit" feature. Here's a guide: How-to-Limit-Submissions-in-a-Form
