We are trying to figure out how someone can reenter information that may be updated on a form. However it won't let you do more than one form. It blocks them saying this email has been uses. That is not helping.

I can see you have some of your form with the unique submissions option enabled, I would suggest you to turn off this feature if you need your users to send you multiple submissions. I would also suggest you to check the unique question feature since may be some forms with this option enabled too.
