As far as I understand you want to disable "Continue Forms Later" option. You can disable it in Form Settings as you can see the screenshot below:

No I don't think that answers my question
when I update a form its automatically saved. meaning if someone is working on the form they might see wrong info.
Is there a way to change it so that I CAN DECIDE when to save the changes I made?

In Jotform v4 auto-save can not be disabled. However, you want to do that, you can change jotform builder version to v3 in your profile settings tab, then you may follow the instructions Disable Auto-Save guide.
In Jotform v3, your form will save only when you click preview or save button

Unfortunately, there is only one way for now to have disabled autosave feature. In its most updated version, there is controversy as to whether you can use it without any problem.But in the older version(version 3.0), you are not gonna have any problem disabling it.
Although we cannot provide any ensurance this will be implemented in V4.

it didnt work...in V3 it still saved the changes instantly.
Do you plan to fix this in the future? you should allow the option of saving changes for later...

Unfortunately, there's no way to disable the Autosave feature in the Form Builder V4. This is intended and not an issue to be fixed. However, you can make a request for a feature to disable the Autosave in the Form Builder V4.
