Can I set up the JotForm for someone else and then change email address so they can manage?

I'm setting up the JotForm for someone else using the starter edition. If I sign up using my email address and password, create the form and embed the code in their website, can I somehow transfer the account to them afterwards?

Yes, you can request the change of username, and change the register email address from your account's profile.

Or, you can have your client creating his own JotForm account, and then you can request us to transfer the forms from your account to your client's account.
