Do you not receive the payments on your Paypal account, either? If yes, then the problem has to do with your customers. It is highly likely that your visitors abandoned the payment page.
It might be that they do not have a Paypal account, or they just did not want to pay at all, and are just testing your form.
Anyway, I checked your form submissions and I found two successful payments. These payments alone can confirm that your form's payment mechanism is working as intended. If you have received notifications (from JotForm) for these payments, then there is nothing to worry about.
Let's just say that it's easier to press the submit button than to actually pay for a certain product. Hence, there are always more incomplete submissions than sucessful ones.

One of our payments did go through to paypal and one did not. Why would the one that did go throught to paypal (we have the money) not show up as complete on Jot Form?

It may be related to disabled Instant Payment Notification delivery option in your PayPal Account. Can you please make sure that you have a http://www.jotform.net/ipns/paypal.php as the IPN URL in your PayPal Account?
