I am not exactly sure if I understood your question correctly. Do you want to allow your users rank some options inside of your form?
If so you can use Orderable List widget.
How to Add a Widget to your Form?
If I did not understood your question correctly, please explain in more details what exactly are you trying to achieve and provide us ID of the form you are working on.
Let us know if you need further assistance.

Here’s the question that we have on our JotForm:
If you are interested in more than one committee please rank them, 1 being your first choice and so on.
What I’d like to do is list all of the committees available to serve on and have the person say their 1st choice is______, 2nd choice is __________ and so on…
with out them having to write what their choices are. Here’s a link to the form, https://form.jotform.us/DLAForms/2017-18-committee-interest .
The ID of the form, is it 71564293413153?

With Orderable List widget options can be reordered by your users.
You can also check Visual Multi Select widget.

Beside this options I am not sure how else this could be achieved.
