My conditions are not working....

I have set up the conditions so that when someone registers for my event, if they are a client it's supposed to take them to the thank you page, but it keeps taking them to paypal and we don't want our exsisting clients to pay for the event. I'm getting very frustrated and tried every different condition I can see and either way if they say they are a client or not a client it keeps taking them to paypal.

I have cloned your form and made some edits, I first deleted the page breaks, and moved the payment field to be in the same page, I then created a condition to SHOW the payment field only if "NO" is selected, and to require the payment if "NO" is selected.
