Where do I pick eastern timezone.

Basically, I need to know how to set up eastern time zone for each form or globally.

The time zone used on your forms is the same than the one used on your account, you could change it on your account settings page: 

https://www.jotform.com/myaccount/settings

Click on the edit button on the "Timezone" option:
