errors in submission

I have created rules were users cannot move on if they have no completed all fields, however I am still receiving entries with missing info - See submission AE-17-447.  

I have tested and can't get past the page if all fields not filled in so I am at a loss.

You will see that this submission selected entries for Simmental, Continental, Commercial Cattle, Special AI Prizes but has not entered in any information

I have tested your form and can reproduce the issue you are having. On one hand the form is working properly, where it will not allow an empty value if it is required. 

However, if the user fills in the form with an empty space character, then that satisfies the required field. And the form submits a blank character value.

Also note that some fields are not marked as required (* is missing). So that would also allow for an empty value to pass through.
