I am creating an application form that requires signatures from 2 separate individuals. One of the individuals is the primary person who will be completing the application, and the other person just has to sign the application. How would I set that up?

You could set up an email notification that is sent to the second person you need to sign in your form, this guide will help you to add the notifier: https://www.jotform.com/help/25-Setting-Up-Email-Notifications

The second user will receive the email including the edit link so he/she can sign and re-submit the form.
