Someone is submitting forms through automated system, this is not real user.
So, it has exceeded the limit and the actual users are not able to submit the form.
Please help me to prevent this or I will have to move out of Jotform.

I did check this form "Baya Download Form" and found that you have received over 15k submissions form same IP address. It looks like someone is sending SPAM submissions.
I would suggest you to please add a captcha field in form which will prevent users from sending automated spam submissions. Please check the screenshot below on how to add captcha field in form:
Seeing the pattern of submissions you have received, it seems to be automated submissions only but in case some someone is manually sending spam submissions, just adding captcha field will not be effective. Here are the other options available to prevent spam:
#1. Unique Submission: You can take advantage of our unique submission feature to block multiple submissions from one system of one IP address by setting the "Check Cookies Only (Loose check)" or "Check Cookies & IP address (Strict Check)" respectively. #2. Unique Question: You can also use our unique question feature to prevent from submitting duplicate submissions. Example: You can set one of your forms question (like cell number or email address) to be a unique question. This will not allow a user to use the same cell number or email address to submit your form. Forgot to update you that I have activated your account. I would suggest you to please go ahead and delete the SPAM submissions you have received in your form.

Can you please help me howto delete duplicate submissions- refer me to relevant page or document. Alternatively, it will be great if you can clean those duplicate submission so that users can continue to use. My account is still showing as 'Out of space' because of those duplicate submission - I was expecting it to get reset after this month's bill payment!
I have enabled Captcha -hope this will stop for the time being. Planning to incorporate unique submission feature.

Please note that you can filter submissions based on date range and then click on the "Delete Submissions in Time Range" button to delete the submissions. Please check the screenshot below:
I was not able to help you delete the submissions because it requires account password to filter submissions and delete them. Please follow the steps as displayed in the screenshot above and you should be able to delete the submission data.
Please note that submission counters are reset on the first day of every month and not on your billing date. I have gone ahead and reset your account submission counter again.

Just now I have revisited my account and everything looks normal.
