I have a few customers who wish to submit a form for themselves and a few others at the same time after submitting one it says unable to submit more.

Hello mertful,
I did check your last edited form "Scrapbook Retreat Application" and found that you have enabled "Unique Submission" as "Check cookies & IP". That is the reason why your users are unable to submit form twice from the same IP address. I would suggest you to please disable "Unique Submission" by selecting "No Check" and that should solve your problem. Please check the screenshot below:
