    I am wanting my PDF file to be a link that people can click and have it pop up. What steps do I need to do to make my file pop up after clicking the link?

    This article How-to-Display-a-PDF-Document-On-Your-Form describe how to have the PDF file within the form.

    But it seems you only wanted to have a 'link' to the pdf file. To achieve this, you will need to upload the pdf file to an accessible website (host) then simply provide a file link to the pdf file (html link).

    Here is a demo form. The 'link' in the form will open a sample pdf file in new window.
