We are trying to use this as an application form, where the student will need to have a letter of recommendation submitted. Is there a way to have JotForm send an email to the recommender so that they can then submit the letter on behalf of applicant?
Also, is there a way to track when tasks are completed? i.e. the recommendations come in, placement test requested, interview scheduled?

This is possible to add an email autoresponder which will be emailed to the recommender upon the form submission. Please follow the next guide.
You can include a link to the second form (letter of recommendation) to the autoresponder email body. Also, it should be possible modify the second form link to receive some data (e.g. student name) from the first form.
We do not have a task tracking system, you may need to check and update the form entries manually.
