I have account reps sending submittals but they are not receiving notifications back and we are not receiving their requests.

Your form emails are showing as sent based on our mail log. The emails may have been filtered as spam to your end so kindly check that. If you see emails on spam, mark them as not spam to whitelist Jotform. I would also suggest adding email@example.com and firstname.lastname@example.org to your safe sender or contact list.
As for the autoresponder, do you have a list of those submitters that are not getting the auto reply email? Let us know and we'll check them for you. Note that you can also check your email history for the logs:
