The signature widget on page 8 of my form seems to work for most people, but I have now had 2 complaints that it is not working. Do you know why this works for most people, but doesn't for some?

Could you please provide us with a bit more information on this issue? How exactly the signature widget is not working? Is there are any errors or this is happening in some specific browsers?
The widget seems to be fine when I am checking it on my end.

From my understanding the box turns grey and won't let them sign. (I haven't seen it myself as the form is working for me, it is a few of our customers that have had issues). I just talked further to the people having this issue and found out it has only been an issue with an iPhone and an iPad.

I have tested the form on some emulators of iPhone and iPad, I would not replicate the issue, I'm currently able to view the e-signature field and sign in.
May be that some resource was blocked and this is why the field got blocked, I would suggest you to recommend your users to open your form in Chrome since it will open the resources JotForm uses without any problem. You may also ask them to try while connected to a different network or using their mobile data, may be that there is some filter that blocked resources.
I have also tested using an android device and the e-signature field seems to be working fine.
If the issue persists, you may also provide us the iOS version where you replicated it, may be an isolated issue related to the software version the device is running.
