You can avoid getting duplicate submissions by setting up "Unique submissions" in your form: https://www.jotform.com/help/64-How-to-Set-Unique-Submissions-on-a-Form
As well, you can limit submissions by a unique question: https://www.jotform.com/help/223-How-to-set-Form-Limits-Based-on-a-Unique-Question

Ok I can't fix that to be "unique" simply because I had just edited it since I have some customers who fill out the same form for someone else using their same email. I was told to edit it to be unique.
Now....My problem still exits I am getting repeated submissions for same person. Today I received 2 from Olivia Epps 252 am and 429 am. Same thing happened other day I got 2-4 of same person. The perosn is not submitting them it's something with the site messing up.
This also counts as submissions please help.

Please let us know the exact form where you are getting the duplicates, and also list the ID of the submissions that are getting duplicated, so we can forward this to our back-end team for further investigation.
In order to get the submission IDs, go to your submissions view: https://www.jotform.com/help/269-How-to-View-Form-Submissions
Then click on the gear icon and check the ID box to display the IDs:
