Does a disabled form count as one of my 25 in the bronze package?

The bronze package includes 25 forms.  Does that mean active forms?  If I delete one does that free up space for a new one?

Only active forms are counted as the included number of total forms on your account. Those forms that are disabled, archived and deleted are not counted and part of the included form limit in a subscription.
