I have made a questionnaire with about 20 questions. Many of them are not mandatory. I am putting in place an automatic processing of all the received forms. This requires a fixed format for the received email. Is it possible to have ALL the questions (including those not answered) listed in the email I receive after the form is filled by a customer.

Yes. You may achieve that by setting the "Hide Empty Fields" option to "NO" in your email notification settings.
