I have logged into your account then opened http://www.jotform.com/pdf-submission/3676721365162768985 and I was able to download the PDF submissions correctly.

Alternatively, please consider using {pdf-link} as the variable that holds the PDF URL in your email template, as you are currently using href="http://www.jotform.com/pdf-submission/{id}".
