Can i apply jotform fields to the access database i downloaded from this source https://access-templates.com ?

You should be able to do that and target specific fields in Database and you can use Webhooks https://cms.jotform.com/blog/85-Send-Instant-Submission-Notifications-with-Webhooks to integrate, but, to be honest, I'm not sure if it will work with Access, it should, but I can not promise.

You will have to create a PHP script that will receive submission field's values and pass them to the database.
