We are seasonal and will not have sales until next April. When clicking downgrade it requires cancel. We do not want to cancel, we just want the no charge minimum until we upgrade again for next year event.

The cancellation only refers to the subscription, it does not cancel the account. Downgrading to Free is the same as cancelling the subscription. Your forms and data will remain active as long as you are under the Free account limits after cancelling.
